Relationship to CalTrans
In 1971 the City of San Francisco entered into an agreement with CalTrans. The city agreed to develop and maintain a mini-park on the CalTrans Freeway 101 Easement.
The park committee visited CalTrans and with the help of CalTrans Staff found the documents supporting the Encroachment Perm

The permit authorized the City to develop and maintain the park as provided in the approved plans.
The photos were taken with the permission of Thomas Franklin, Permits in the CalTrans District 4 office at 111 Grand Avenue, Oakland.
